How to lose weight in my problem areas?

I am wanting to loose weight in my stomach, arms, and thighs but keep my hips and my butt because they are at the size that I want them at. The issue is mainly my tummy I WANT to tone it and my thighs. So any way to work these to areas without affecting the size of my hips or butt?
