If you have practically no hair under your armpits…does that mean your just not fully developed?

Yes, just as ‘jess’ said - some people simply have less body hair, and that includes under the arms.

Also, people of Oriental ancestry often have less body hair than those of Caucasian or African ancestors.

im almost 20 now and I have none pretty much.. its all very short thin and blonde like peach fuzz kinda… I like it because I dont have to shave em’
