Can a cop pull you over on private property?

The mall is a public place. . . Police do have juridiction they can follow you as far as they want to if they observe unsafe conduct in a vehicle. . . . And I hope you were good enough to than the officer for doing his job and looking out for the publics safety. . . . it could make it a little easier in the future for you if the officer pulls you over again.

a cop waited till we parked on private property and then tunredits lights on and got out of the car and she said she pulled my friend over for a broken tail light and then she left came back and my friend has a license and gave me a ticket for not having a seat belt and my friend in the back didnt get one and he didnt have a seat belt and the begging of the reason shes said she pulled us over was because he no inshurance and at the end she said she puled him over because I didnt have a seatbelt is this leigal? and when were puled over another cop came by and said that its illigal to get puled over on private property? can anyone help me cuase ima fight this
