What do I say to get her to move up to the next level

If you want to skip all that unwanted crap of talking to one another while being in the mood to go further while you’re making out, then simply work your way around (with your hand, duh lol) her thighs and SLOWLY work it towards her vagina. If she looks like she’s getting hornier and hornier then continue, with the end goal of fingering her.
