What do I say to get her to move up to the next level

Me and my girlfriend are 14 and I am ready to well you know move to the next level (like fingering and handjobs you know) but I dont know how to ask her or tel her because im afraid she might think that I am sum kinda like sexual need person and im not or wood that make me one? If you want to skip all that unwanted crap of talking to one another while being in the mood to go further while you’re making out, then simply work your way around (with your hand, duh lol) her thighs and SLOWLY work it towards her vagina. If she looks like she’s getting hornier and hornier then continue, with the end goal of fingering her. BUT if she tells you to stop or moves your hand away or that she’s not ready yet, then you damn well better stop and try again at a later date (patience is key with sht like this).
