Toilet paper - charmin

I recently bought a roll of charmin from costo. I buy in bulk. I noticed that one of the rolls felt like sandpaper. I still have the roll. it did not feel like the charmin that I have been using for years. is it possible that someone mixed up the toilet paper. I can’t imagine that it even came from p&g. thanks estelle gibson
