Are shiitake mushrooms supposed to be like that?

I bought some shiitake mushrooms the other day for a big vegetable dish I was making, and they looked great in the package. But when I got them back to the apartment like 2 minutes later and opened them, they appeared to be extraordinarily moist (borderline slimy on some of them), and had a very, VERY strong and a bit off-putting “swampy” smell to them. I didn’t want to put them in, because with any other veggie I was using (peppers, onion, etc), this would have easily qualified as being spoiled, but a friend assured me afterwords that he thinks they were fine.

You were right not to use them. A Shiitake mushroom should be firm and fairly dry (as dry as a mushroom can be). Sliminess indicates the mushroom is starting to spoil.
