This is a good question. You have to practice a lot. The most common way for a teenager is playing video games. Playing video games makes you have quicker reflexes. I am sure there is also medication and meditation that you can use to improve your dexterity mentally and physically. Reflexes is a mental ability, the ability to use your reflexes has to be prepared and trained by your unconscious.

Learn muscle art, kungfu or karate. If you do not like muscle art then you can learn badminton or table tennis. Both sports trains your quick, I mean really QUICK reflexes. Well, like wuz!!!! :-D

increase your focus and concentration. for example: when you watch anything with full focus then it goes slow and when you just look at it , it goes normally. clear your mind from stupid thoughts

Practice! Bruce Lee practiced for the majority of his life and it paid of. Try moving fast in every movement you make.

Practice things which would utilize the type of motions you’d need for the types of fast reflexes you want… I assume you mean you want faster reflexes ‘in general’… which would require practicing a large number of things repeatetively… doing so trains the fast twitch muscles in your body to be more equiped for such reactions and motions… If you want to be able to catch something in the air more accurately without missing, start practicing every way you can think to catch things in the air coming at you, over time you’ll develop better reactions… If you want to be able to dodge a punch faster, start practicing dodging punches.. etc. etc. etc… I think you get the idea…
