Why does my fiance cell phone do this??

Hello guys I was wandering I try to call my fiance and this recorder its a guy says this caller you have reached does not accept calls at this time I was just wandering why??or is he out of signal??please help me asap thanks

when I dont want to answer some ones call I forward them.. and it says “this called you have reached does not accept calls at this time” or something along the line of that, lol.. soo I think he is just forwarding your calls..I could be wrong.. but everytime I get forwarded or I forward someone thats what the recorder says.

or it could probably be its off.. but normally it means your call got forwarded.
