According to eJams (c 2002), which is the best answer I have found so far and which matches, to some extent other sites, the song was originally written by Anslem Douglas and Ossie Gurley under the title “Doggie” in 1998 in the Caribbean. Chuck Smooth heard the song while vacationing in Antiqua licensed a new version under the title: “Who Let the Dogs Out.” It debuted at #20 on Billboard’s Hot Rap Singles chart in November of 1998. Wikipedia cites Anslem Douglas as the original composer for Trinidad and Tobago’s Carnival season of 1998. It was heard and taped on a float by hairdresser Keith from the London salon Smile, who played it for Jonathan King, who recorded it and released it under the name Fatt Jakk and the Pack of Pets.

Two sources cite Steve Greenberg as producing it with the Baha Men… after hearing it…
