Who knows how to get Shivering Isles to works?

ok this is really getting on my nerves. I got the game of the year Oblivion and finished the game. About a month ago I went to download shivering isles and knights of the nine. Now every time I go to start a game it says “loading extra content” then when I get to the game nothings there. I’ve tried redownloading it over and over but still nothing. If anyone here has had this problem and fixed it please tell me before I break my Xbox.

hey you got to make sure your in the right location to get to the shivering isles what you do is go either get the guide to find the location because you get a quest to go to the shivering isles and it takes you to the location where you go thru a gate and your trasported their but I dk remember the location of the quest or if the quest just pops up but if you cant figure out where the gate is then look it up on game faqs
