What was the context in which it was said? Where were you, what was going on?

If we’re out eating and someone says that — I think it would imply you’re cheap, and not paying your part… Need a bit more info to help answering this one…

Probably being sarcastic - not a compliment…as in ‘when the check comes you pass it to someone else to pay, not you.
