they would probably just stick it on the table there on, or around a finger, or put them in a body bag and put the tag on the bag

They don’t always necessarily need a toe tag, if there is no way to put one on a person they still had a wrist band, as well as information written on the body bag they went into. Sometimes a toe tag will be filled out and just placed in the bag with the corpse.
