Most Turkish teas that I’ve seen, such as Caykur and Karadeniz, are sold in large bags with just the rolled up leaves which you let steep in warm water.

Well, you can always cut the bags open, if you’d like to simply brew tea. Otherwise, if your problem is with the quality of bagged tea, I know that in my area you can get green tea powder, and oolang tea unbagged.
