In what states can you get a tattoo as a minor with a parents consent?

My mom said I can get a tattoo just she wants to make sure it’s done by a professional

I agree, although I think some states I think you have to be a 16yr old minor to get it with parental consent.

Your Mom is very smart when she insists on a professional. Even more so, ask friends who have tats what they think of where they got them, If they have any recommendations. Also if you spot a tat that looks really well done, find out where. I imagine that tattoo artists have professional organizations that they can be part of. Look into that. Remember that you will have the tattoo for the rest of your life so don’t go for some fad tattoo (like a boy band or any other temporary thing.) Good Luck!!
