What? Atms are owned by the banks, you withdraw money from your bank accounts through them to provide you with more easily available cash. You cant pay your bills on them because honestly it would be a huge hassle to program every single company into every single atm and then have the money sent to the company, and also because the atms belong to the banks...not the places that they are located in.
