The # will invoke smilies in some forums, chats and programs. The * will do it in other forums.

So for example, I occasionally write in a forum where I can type happy to envoke a laughing smilie. The forum software will interpret those words in or behind those characters and replace them with a tiny graphic. Typing annoyed will give me a small yellow face with an annoyed expression.

Maybe there is some function like that on facebook or twitter and people use it the wrong way, forget an additional # in the end. Or maybe not all client softwares will interpret the codes, and some will just show what people typed. Dunno. I think it’s something like that.
