Well, you don’t “make” a portal, I don’t think. You find one. Heres what you do:

Go into your house, and find a place where a portal is (a mirror usually works fine). Now meditate. They don’t stay open all the time, so you have to figure out when its open. You can recieve messages when its all steamed up in the bathroom.
