Do you think the manufacturer or the operator should be held responsible for a hot air balloon accident that claimed the lives of 2 people in B.C.?

The manufacturer had added an extra propane tank to the balloon, but the operator chose to fly it, even though it was unsafe. Who is most responsible?

i would say the operator. They KNEW it was unsafe & choose to use it. I dont think we can expect for everything from the manufacturer to be perfect, its the operators jobs to know somethings wrong & refrain from using it.

The operator. If you buy something that is unsafe, but let your children play with it, then you are guilty and not the company that made it. I feel that this is the same principle.

Both the operator should have checked if it had needed any repairs and the manufacturer should be responsible for the quality. The product should be made to a specific standard.
