Why is taking so long to build the new tower at ground zero?

why is taking so long to build the new tower at ground zero. the city says is because money but every year big malls are built in the city, so i dont know why is this tower taking so long? Anybody has an idea.

It’s taking so long because there are still people protesting it and trying to figure out whether it’s an insult to the United States or not. Another fear, in my opinion at least, is that people are against it enough to tamper with it while it’s being built, and plenty willing to burn it down when it’s finally up.
