What is the process for getting something on the ballot in California? Where do you start?

Hi,

First you must draft the proposed initiative.

Then the Attorney General provides a title and summary.

Then the Department of Finance and the Joint Legislative Budget Committee are required to prepare an analysis of how much it will cost.

Then you need to gather required number of signatures on a petition (The number of signatures must be equal to at least 5% of the total votes cast for Governor at the last gubernatorial election.) The petition has to conform to specified standards of format and length.

Finally, the Secretary of State will then transmit copies of the measure and the ballot title prepared by the Attorney General to the State Senate and Assembly. Each house assigns the initiative measure to its appropriate committee(s) which shall then hold joint public hearings on the subject of the initiative.

Then it gets on the ballot.
