your parrot should be okay I had the same thing a few months ago my parrotgot scared of my dog flew down and struggeld to breath too.. the best thing you can do it take her/him out and just stoke the parrot by holding it close to you, at the moment its a bit traumatized dont worry I think its mainly because its not used to dogs being around parrots adapt really hard to new surroundings if your parrot isnt better yet take it to a vet to get a second opinion. lastly give your parrot fruits to eat its a little treat and it should calm them down too just remember no avo’s or watermelons

did the dog bite her or anything?

if no, then she is probably just in shock. please take her to the vet…parakeets can ben quite sensitive…just so the vet can give her something to calm her down.

get the dog away then see what happens because dogs atack birds that are moving not if they stand still.
