Help please I want to tell this guy what I really feel

ok I really like this guy ad he has admitted to liking me Im 15 and he is 17 but in March he will b 18 and he is afraid that if we get together and stay together then when his birthday comes around that we will have to break up ???/ but I thought it was only illgeal if there was a 4 years age difference am I right but any ways .. ok I asked him out and he said maybee and then he still hasnt given mean answer and I dont want to harrass him about because I no what thats like an all but here is my BIG question I want to tell him how I feel about waiting for his answer and I want his answer but how do I tell him ..
