Can fish somehow get high off their tank heaters (seriously)?

I have a freshwater fish tank, and all of them like to hover in this spot at the top of the heater. I don’t know if that’s where they sleep or if the heater somehow emits something that gets them high. Any ideas as to why the top of the heater is the “hot spot” of my tank? (slight pun intended)

Unless you mean as in “high”, floating belly up, then yes. I’ve cooked a few fish back in the day by leaving the heaters on too long

The heater shuts off automatically as needed. They hover around it like it’s a giant bong though, I swear…
