How do city governments know when to fund and plan for new schools and hospitals when population always changes in towns, and so does age structure?

New schools are planned through a process that involves a formula for how much space is needed per student as per state statutes. It is a very flawed formula, because our great new junior high has less storage in the classrooms and they are smaller with the same number of kids. The auditorium is pathetic, the seating is almost the same as the old one and many people are left standing as there is not a seat left. In the commons (lobby) area outside of the auditorium, people try to visit and the NOISE is deafening because of the tremendous echoing.

I think that the people need to have a say in what and how schools are built and not just to have a panacea for them. There is definitely not a one plan that fits all!
