/Applications/Safari.app/Contents/Resources/English.lproj/Browser.nib/

and then go to: Tools > Show Inspector

I have a mac running Mac OS 10.4.11

Okay you need to find your applications folder which should be on your desktop, and if not you’ll have to do a search for it. Once you find your applications folder, double click ‘Safari’ >> ‘Contents’ >> ‘Resources’ >> ‘English.lproj’ >> ‘Browser.nib’
