Can a 19 year old go back to high school if they dropped him out?

Yes you can. You can go back into the public school system, GED, or look into an online HS. A lot of HS’s also have the online classes as well.

Getting your GED is definitely tough; I know here they compress years of school work into a few months. It’s insane.
In any case, you should be able to go back. To know for sure, call up your local high school and check in with them. If they don’t allow it, I’d recommend checking schools in your areas to see if they offer something called ‘academic upgrading’. They offer such a program here through the college where you basically go there to get prerequisites in order to get into a college. You study specific core courses needed in order to get in to the course you want in college, as opposed to doing ALL of them. It’s definitely worth checking out, though if you can get back to High School, that should be your first choice.
