I dont think so. They seem like they have a coding or finish on them, a non-toxic one of course and if not, they're still pretty smoothly shaped.

Only way to get a splinter would be the top where you break the chopsticks apart. Even then, it's still unlikely.
Depends, i've used cheaper ones that splintered and jabbed me. So yes i assume you can if there not high quality.
yup you gotta rub em together, i have a really neat set of porcelain ones i just bring with me wherever i go..
If their made from cheap quality or are old and the finish has worn off from them, yes you could.
If they are terribly made or have been broken, otherwise they are perfectly splinter free :)
