Why is my web and picture txt not working?

Hi im tika , and had bought a phone on 11th january . I have paid my bill too for web and picture txt but it isn’t working why?

the phone needs to be set up.. phone your provider and theyll sort it for you..

its normally just a text they send you and you just follow the instructions.
