Ok, well in that case, since he lives in your street why dont you go for a walk past his house, like walk your dog if you have one and if you see him say hi and start a conversation so he feels more comfortable with you. You just gotta talk to him as much as you can when you see him, like when you bump into him and stuff so he gets to know you also and can feel more comfortable around you to talk to you, and eventually build up the courage to call you.
