Why does he do this! I'm so confused..

I’ve liked this guy for 4 months now, and hes liked me too. At first he decided he liked my best friend, so we stopped talking. But then something happened and now they hate each other. And she hates me. But then we started talking again, and have been talking since. A lot of flirting!! Haha. But now today he hung out with this other girl, two years younger than him, and she likes him. He says I’m the only girl he likes, but thats what he said when he also liked my bff. I don’t know what to think right now.. Any help? And I also don’t get why he hasn’t asked me out yet :/ arg!
