Check with the local grocery stores & other businesses. Dress nice, make sure to leave a good impression, prepare a resume - even with no experience, it shows your more serious.

Ask around family & friends who are in business, too, as that’s how I got most of my jobs when I was 11-18 was working for my parents businesses. If you have friends whose families are in business, or manage a business, don’t be shy. Also make sure not to ignore ‘odds & ends’ type work - cleaning, babysitting, etc. It might not be that steady, but it’ll get you experience & help give you spending money while you look for something with regular part time hours.
