What does this mean

If I try and ring someones mobile phone and the voicemail says this number is not permitted to receive calls what does that mean? But the person can txt me some times not all the time the person cant receive txts or calls but at first they told me they mite not txt me because there phone is stuffed and that I must ring him up if I dont receive messages from him now it seems the other way around he said he cant receive txts or calls now he txts me but rarely I txt him and say its all abit weird but he doesnt reply how can this be?
