So what - you’re friend is over-sensitive. It doesn’t mean he was flirting, if it bothers your friend then maybe he should tell the teacher that. I don’t see it as a big deal at all, nor creepy.
Nope - Just because someone compliments on someones outfit doesn’t mean they’re flirting. I tell my friends all of the time I like their outfit and I don’t mean it that way at all. It just means that his teacher simply thinks his outfit looks good, nothing personal.
