No. Eyelashes are not like normal hair. They only grow a certain length and then fall out. If you cut them, they will be shorter. And then the short eyelashes will fall out at their normal life-cycle and normal ones will grow back.

It is true that any hair will have thicker ends if you shave or cut it. But it will not grow more.

I recommend not to cut any eyelashes ever. I burned mine once. I lit a grill with gasoline and I got an explosive flame that burned all the hair and some of the skin in my face. It felt absolutely terrible until they had grown back normally. And I couldn’t close my eyes completely. Like… there was always some light coming in. I hated it. It left no scars or anything, but I will never, ever, ever light a grill with any flammable liquid again ever.
