I have heard that in a country (not sure which one) where prostitution was legal, prostitutes would have a tattoo there to show to clients who they are and that they are open for business. I also think it comes from the fact that that area is usually covered if you were to dress a bit more conservatively. Usually it shows only if you’re wearing a short shirt, or really love pants or skirts, hence more provocative clothing.
