Probably because the owner didn’t take care of it. If it looked hurt or un-fed you should probably keep it. If it looked okay then I would talk to the owners.

well,its really skinny and my friend had a cap gun but didnt even fire it and the dog was afraid of it. I dont know the owners number.

you should probably call the owner and tell her/him that you have his/her dog and return it immediately, unless you believe the owner is being abusive to the dog. if thats the case, then call the closest animal rescue shelter/humaine society as soon as you can.
