Where should I shop for clothes that actually fit (*I'm 4'11*) ?

Any place that sells (your size) Short. I can find pants at Pac Sun that fit me well (I’m 5’) They sell short, regular and tall pants. :)

Also try the petite section - my wife is the same height as you and as long as she shops in the petite section, the clothes generally fit well.

The PETITE section is what youre looking for. Regular clothes wont fit the length so make sure you look for petite.
