It wasn’t a “Japanese” movie.
Karate is Japanese, but Kung Fu is Chinese, which is what the kid was learning…the title is just carried over from it’s original version back in the 80’s…and, for the most part, many people wouldn’t know the difference anyway

Tons of movies and tvshows are shot in different places than what the show is supposed to be set in. It all depends on availability, resources, costs, etc. You can make almost any place look like a different one with props, people, and computers now a days.
