The only non legit way to get is via action replaywhich are pretty cheap to buy online,otherwise I think they were given away at an event or something.

you can’t. you can only get it in fire red, leaf green, and emerald, and even if you had those games it was given out at a nintendo event and is no longer obtainable, unless you fancy using a cheating device.
