Photo editing programs that are free?

Does anybody know of some good but yet a bit advanced photo editing software that are free of charge that has some of the top tools?

I’m getting tired of PhotoFiltre.

I meant programs you can download,I used Lunapic at my start of photo editing and left cause they aren’t very useful in my view.

adobe photoshop cs4

or

paintshop

these softwares are very very veryveryveryveryveryveryvery cool

Maybe Face Off Max is for your taste. But I have to say that it offers free trial, but not completely free program. http://funadvice.com/r/3kcbh6675q
