Need help naming an older movie

I hope someone could help me find the name of a movie I saw when I was a kid. it was a vhs probably made in the 70’s. because I was young and it was so long ago I don’t remember much but here goes nothing. what I can remember is it was about a government conspiracy of some sort. I remember there was a group of guys and a brunet chick listening in to people’s conversations out of a white van. I can’t remember if they were the good guys or bad but my guess is they were the good guys. I remember one scene where the women is talking to the guys from the back of the van with the doors open and it’s pouring rain out. I don’t want to influence anyone but I though it was called “the dirty dozen or the dirty thirteen” or something like that. when I looked up that all I can find is a super old military movie and I know that is not it. this has been bugging me for years so if anyone has any ideas I would appreciate it. thanks.
