How does a question get locked and what does it mean?

I was just looking at a question that I thought I might answer but it said, This question is locked?

normally a Q gets locked becuase it’s provoked some negative reactions, as in people getting argumentative on it. or if it is inappropriate, but not against terms of use…

but only an advisor or admin can lock Q’s…
