Are Lobotomies still preformed on the "ill"?

Not in the same way. There’s a huge advance in antipsychotics and other medications that no longer necessitate the use of the lobotomies. But I believe they are still being used. As is electroshock therapy.

What exact actions would provoke a doctor to give a patient a lobotomy? After the doctor give the patient the lobotomy do they keep the patient in a mental facility or release them to the public?

I’d have to do some research into the medical aspect of why they do lobotomies, I study the more therapy side of things. But I can answer the second part, long term psychiatric care has almost vanished. They got rid of mental institutions a long time ago. Which is why a significant proportion of the severely mentally ill are homeless or in ja.il. Now, it would depend on how the patient is doing. If they are able to function they would be released, probably on medications. It is only those who are extremely non-functional who end up in long term care.
