Id say the hardware because depending what your going to use the computer for you want it to run your software perfectly. So for gameing, data, projects, etc… Go big but if its just for web use quick stuff you can stay low on the hardware quality

hardware and softwre are two different things , software is meant for hardware to co ordinate and perform according to users commands
