How many levels do I need to lighten?

According to this chart I am a 7-9 right now, and I plan on bleaching my hair to a light color and tone it to white. What level do I need to lighten to for the toner to work?

you probably couldnt do it last time bc youre not allowed to place links to other places that arent funadvice, or it will be removed.

..also… how come ALL of your questions have to do with DYING YOUR HAIR ? ?
