We are both in high school! and he is a new exchange student! ever since we had 2 classes together he has been waiting for me after class, walking in the hallways with me, teasing me, making jokes but also staring at me A LOT!!!! the only thing is that I usually have to initiate conversations then he would reply… also when I ask him about his personal hobbies he answers and sometimes doesn’t even bother to ask about mine??? im not sure how he feels about me? please help! thank you for any advice you can provide!

Just start flirting with him and see how he responds, if he likes you he will flirt back and get your answer, if he doesnt and asks why your acting weird say your only playing with him and theres your answer that he doesnt like you in that way.
