How could I install win xp?

The laptop is a dell c400. I have tried booting it from a usb floppy drive, pcmcia cd rom and a usb cd rom and none of them work. I have tried to pxe boot it and deploy windows xp using remote install services but that would not work either. I later found out that the bios version a03 does not work correctly when pxe booting. I cannot update the bios as I cant boot from floppy or cd rom. I have tried putting the laptops hard drive into my pc, installed windows xp and put it back into the laptop but it would not boot up. It just hung at mup.sys. I am pulling my hair out with this laptop. I have thought about copying the i386 folder onto the hard drive and installing it from there. How can I get the hard drive to boot into dos and then I can run ntsetup.exe from the i386 folder. Any help will be much appreciated! I am running out of ideas!

Thanaks budy problem is steel bec when I am use external cd rom with USB Attached the sys is not dected the External CD Rom and sys comes in Windows. Windows dected the External Drive means sys not boot in EXTERNAL CD ROM if I run the Win Xp cd on windows setup Sys makes othere Operating sys in a time I have 2 operating sys means 2 windows XP.

Question is how I boot with cd rom in Dell Latitude  C400 Laptop

Hey, you need to check well your cd drives whether are really working by; When you insert in a cd, is it playing? If CDs are playing well on your laptop, get this winxp cd and insert it in, when it run it from your cd drive icon as you play usual cds or it will automatically play, and then run the set up. When set starts, it will prompt you to either run a new installation or upgrade, select one option, it will ask for a product key insert it in, after copying installation files, it will automatically restart and definitely load the boot from the cd, there after you will follow the procedures of running new windows installation.
