Then thats just weird, if he is engaged to get married then he shouldnt be asking you that at all. Maybe ask him about it and see what he says or maybe it was just a one off thing. If he makes anymore passes at you then say something definetly but if he never says anything like that again then dont worry about it.

it means he would like to ask you out, but doesnt want your brother to get mad. So yes he does like you, but wants to make sure your brother wont get mad if something happens between you, so its a nice thing that he is considering your brother. Maybe talk it over with him, ask him what he meant by that comment ad if it turns out that way, maybe discuss it with your brother together if you decide you want to be together.
