What does it mean when a girl has really dark lips?

Alot of African amercian have dark lips which is natural. And I have seen chicks who have dark lips and do drugs so it can go both ways

Um, wow, people have dark lips because they are born that way! Drugs or oral sex can cause them to become puffy or cracked, but I don’t think they get darker. It’s possible that if blood flow is increased to that area they may become slightly darker, but I don’t think drugs would do that. A more likely sign of use is ugly, blistery, cracked lips.
