Communication is key. Talk to her, find out the reason why, find out what she’s comfortable with and what she’s not. Don’t push her and respect what she wants and what she doesn’t

it seems as if you’re on the right track so far, if you’ve moved to the stage where she lets you kiss and touch her at some areas then she’s warming up to you. keep some things in mind however - how long have you been dating? if you get physical, will you be her first?… questions like these may be the reason why she’s not touching you. as said, communication is key, talk about it before acting up on it. however, if the moment strikes, go slow with the mood, but if her body reaction comes as a negative, don’t push and force for it’ll only make her insecure. instead be reassuring, telling her you’ll take things slow and just telling her how much you truly care.
